EXPENSES FOR TRAVEL & AWAY FROM HOME COMPETITION
| 16.7.1 | Away-From-Home Contests The institution may pay the actual costs (but may not provide cash) for reasonable entertainment that takes place within a 100 mile radius of where a team plays or practices in connection with an away-from-home contest or en route to or from such a contest. It is not permissible for an institution to provide cash to student-athletes for team entertainment in conjunction with away-from-home contests, except as permitted in NCAA Bylaw 16.8.1.5 (NCAA Championships) 1/30/92 Official Interpretation. |
| 16.7.2 | Departure/Return Restrictions. It is not permissible for a team to depart more than 48 hours prior to or to remain more than 36 hours after an event or to transport the team to another area for entertainment purposes. In a situation where the 48/36 hour limitation is applicable, an institution that is participating in a multi-competition or multi-day event (e.g., conference tournament) may depart 48 hours prior to the event's first round of competition (as opposed to 48 hours prior to the institution's first scheduled competition), and may remain 36 hours after the conclusion of the last contest (even if they are not participating in the final contest). 6/94 Official Interpretation. |
| 16.7.2.1 | Exceptions. The time limitations related to the provisions of travel expenses do not apply in the following circumstances:

| 16.8.1.1.1 | Practice Sites on Road Trips. Any practice on an extended road trip shall take place either at the competition site or on a direct route between two consecutive competition sites. It is not permissible for an institution to schedule practice sessions at other locations in order to provide entertainment opportunities for team members. |
| 16.8.1.2/ 16.8.2.1 | Competition While Representing Institution/Departure Return Restrictions. An institution may provide actual and necessary travel expenses (e.g., transportation, lodging and meals) to a student-athlete for participation in athletics competition, provided the student-athlete is representing the institution and is eligible for collegiate competition. Such competition includes:
Regular Season Contest: It is not permissible for an institution to reroute a return flight through various cities in order to accommodate student-athletes who wish to return home after the regular season contest. 6/94 Staff Interpretation. Hotel Bill Incidental Expenses: A student-athlete (rather than the institution) would be required to pay for incidental expenses the individual incurred in conjunction with a hotel bill for an away game, unless the expenses fall within the permissible actual and necessary expenses they may receive for such contests. This includes prohibiting expenses incurred while studying or doing homework. 2/90 Official Interpretation. Travel Expenses for Student-Athlete Remaining at Site after Departure of Team: A student-athlete who remains at the site of an institution's regular season competition that occurs during an institution's official vacation period may receive expenses from the institution to return to campus at any time during the vacation period. 9/94 Official Interpretation. Expenses for Regular Season Competition During Vacation Period: It is permissible for an institution to purchase a ticket to cover any of a student-athlete's transportation expenses (e.g., expenses from home to the event and back to campus) in conjunction with regular season competition during a vacation period, provided the student-athlete reimburses the institution for the value of any portion of the trip from campus to the student-athlete's home and back to campus for which the student-athlete has not paid. Under such circumstances, the student-athlete must reimburse the institution prior to his or her departure for the competition. 11/94 Official Interpretation. Travel During Vacation Period: An institution (team or individual student-athlete) traveling to a regular season competition during the official vacation period may depart for the competition either 48 hours prior to the start of the competition or at the beginning of the vacation period. Further, an institution shall return to campus by the end of the official vacation period or depart from the competition site not more than 36 hours following the conclusion of the event. 9/97 Staff Interpretation. |
| 16.8.1.2.1.1 | Exceptions. These travel expense restrictions do not apply in the following circumstances:

| 16.8.1.2.2 | Meal Allowance Limitation. All student-athletes on the same team must receive identical meal allowances on intercollegiate trips and during vacation periods when they are required to remain on campus for organized practice sessions or competition. Such allowances may not exceed the amount provided by the institution to institutional staff members on away-from-home trips and may not be provided for a particular meal if the student-athlete receives that meal from another source. Volunteer and Undergraduate Assistant Coaches may receive no more than the allowance given to the student-athletes on these road trips. |
EXPENSES FOR PRACTICE & HOME COMPETITION
| 16.5.1 (d) | Meals in Conjunction With a Home Contest. For each home contest, all student-athletes with the team may receive a pre- or post-game meal or snack, as a benefit incidental to participation. |
| 16.5.1 (d) | Missed Meal Because of Practice Session. In the event that a practice session must be conducted during normal meal time, those student-athletes who have previously paid for the meal they are missing (purchased meal plan/card), may receive a meal or cash stipend equivalent to the institution's cost of the meal.? |
OTHER EXPENSES PROVIDED BY THE INSTITUTION
| 16.7.3 | Films/Movies/Videotapes. The institution may rent a film or movie, provide pay-per-view movies in the student-athlete's hotel rooms or take its intercollegiate athletic team to the movies in conjunction with the student-athlete's home or away-from-home contest (immediately before or during the road trip), the night before a contest without the film or movie being considered an extra benefit. Such entertainment is considered incidental to participation. It is permissible for student-athletes to receive a snack the night before an institution's contest as a benefit incidental to participation. 11/93 Official Interpretation. |
RECRUITING
Air Transportation. The airfare for commercial transportation for the official visit may not exceed coach (or comparable) class. (Bylaw 13.6.2.3)
Institution's Airplane. An institution may use its own airplane to transport a prospect to the campus for an official visit, provided relatives, other friends or legal guardian(s) do not accompany the prospect. Staff members and representatives of athletics interests may not accompany the prospect. (Bylaw 13.6.2.3.2)
Transportation To/From Sites of Competition. A prospect may be transported to campus for an official visit from the site of his/her athletics competition or the reverse arrangement, provide only actual transportation costs are paid, and the cost of the transportation does not exceed the cost of transportation between the prospect's home or educational institution and the campus.
Transportation from Educational Institution. An institution may pay actual and necessary transportation costs for the prospect to return to his/her home after an official visit that originated at the prospect's educational institution, provided the cost of transportation does not exceed the cost of traveling to the prospect's educational institution. (Bylaw 13.6.2.5)
Visiting Another Institution. Two or more institutions in which a prospect is visiting may provide travel expenses provided there is no duplication of expenses, and the 48 hour visit period is observed at each institution. (Bylaw 13.6.2.7)
Excessive Entertainment. A member institution may not arrange or permit excessive entertainment of a prospect (e.g., hiring a band, limousine, etc.). (Bylaw 13.5.2)
Meal and Lodging While in Transit. It is permissible for an institution to pay a prospect's reasonable expenses while in transit (meals, lodging) incurred while traveling to and from campus on the official visit. Meals and lodging may not be provided for those individuals who accompany the prospect while in transit. Those accompanying the prospect would be responsible for any expenses incurred. (Bylaw 13.7.5.1.1)
Official Visit Lodging. The University of Louisville may provide lodging for a prospect, the prospect's parents or legal guardians or spouse on- or off-campus during an official visit. (Bylaw 13.7.4)
CONDUCT OF ATHLETIC STAFF
| Buckley Amendment. An institution is not permitted to disclose information regarding a student-athlete's: | |
| (1) | results of NCAA or institutional drug tests, |
| (2) | academic transcripts from any institution including the University of Louisville, |
| (3) | pre-college test scores and information relating to eligibility of nonstandard testing, |
| (4) | records concerning financial aid, |
| (5) | records concerning campus or home addresses or phone numbers, and |
| (6) | any other papers or information pertaining to his or her NCAA eligibility. |
| 10.1 | Unethical Conduct. Unethical conduct by a prospective or enrolled student-athlete or a current or former institutional staff member may include, but is not limited to, the following: |
| (a) | refusal to furnish information relevant to an investigation of a possible violation of an NCAA regulation when requested to do so by the NCAA or the individual's institution, |
| (b) | knowing involvement in arranging for fraudulent academic credit or false transcripts for a prospective or an enrolled student-athlete, |
| (c) | knowing involvement in offering or providing a prospective or enrolled student-athlete an improper inducement or extra benefit or improper financial aid, |
| (d) | knowingly furnishing the NCAA or the individual's institution false or misleading information concerning the individual's involvement in or knowledge of matters relevant to a possible violation of NCAA regulation, or |
| (e) | receipt of benefits by an institutional staff member for facilitating or arranging a meeting between a student-athlete and an agent, financial advisor or representative of an agent or advisor (e.g., "runner"). |
| 10.3 | Gambling Activities. Staff members of the athletics department and student-athletes shall not knowingly: |
| (a) | Provide information to individuals involved in organized gambling activities concerning collegiate athletics, |
| (b) | Solicit a bet on any collegiate team, |
| (c) | Accept a bet on any team representing the institution, |
| (d) | Solicit or accept a bet on any collegiate competition for any item that has value, |
| (e) | Participate in any gambling activity that involves collegiate or professional athletics, through a bookmaker, a parlay card, office pool or any other method employed by organized gambling. |
